✓Pursuant to the advice of Mahatma Gandhi the assembly of the representatives of the rulers and the Praja Mandals of Shimla Hill States met at Solan from January 26-28, 1948 under the chairmanship of Raja Durga Singh of Baghat as the Panjab hill states did not participate, the assembly remained confined to Simla Hill States only.
✓ The assembly decided to constitute a Union of States to be named "Himachal Pradesh".
✓It was also decided to inform the Government of India that a Union with the name of Himachal Pradesh had been constituted wef. March 1, 1948.
✓ However, a section of Prajamandalists led by Pt. Padam Dev and Dr. Y. S. Parmar was against this type of formation of Himachal as they well understood the design behind such a move.
✓On the historic day of January 26, 1948, a meeting was held under the aegis of All India States People's Conference at Shimla which was presided over by Dr. Y. S. Parmar.
✓They made it clear that the proposed Union of States would be acceptable only if total power and authority was transferred to the people and a consolidated Himalayan provine was created by merging all the concerned hill states.
✓As the rulers were not willing to concede the demand Dr. Y. S. Parmar and Pt Padam Dev rushed to Delhi and apprised the intention of the princely rulers to Sardar Vallabh Bhai Patel, then Union Home Minister.
✓In that background it is believed the Government of India did not consider it appropriate to recgnize the proposed Union of States.
