✓After the independence of India, there was a possibility of mergence of the hill states (present Himachal) with the East Punjab which was unequivocally opposed by the rulers as well as the people.
✓To takeup this matter, the rulers of Shimla Hill States met in Delhi in the first week of January, 1948 and decided to constitute a Shimla Hill States Union for the greater good of the Himalayan States people.
✓In the mean time, Raja Durga Singh of Baghat and Raja Joginder Sen of Mandi met Mahatma Gandhi in Birla House, Delhi.
✓He advised them to call a meeting of the representatives of the Praja Mandals and the rulers to decide among themselves about their future He made it clear that the hill states should form a separate province by merging them and the power passed on to the people.
