✓To force the issue of merger of Hill states with the Dominion of India, a Himalayan Prant Provisional Government under the Presidentship of Shiva Nand Ramaul was established on January 26, 1948 with Headquarters at Shimla.
✓The other members of the Provincial Government were:
1. Sada Nand Chandel of Bilaspur
2. Pt. Padam Dev of Rampur Bushahr
3. Mukand Lal of Suket.
✓The Provisional Government had the sanction of All India States People's Conference.
✓The leaders of Provisional Goverment met at Sunni on February 8, 1948 in two prongs and resolved to launch a movement to secure the merger of Himalayan States with the Union of India.
✓The State of Suket was selected as the first target by the leaders because the climate and circumstances were very favourable there for such a movement.
