✓In 1946, at the Udaipur session of All India States People's Conference, to coordinate the activities of Praja Mandals working in differented Hill States, Himalayan Hill States Regional Council was established with its headquarter at Shimla.
✓The executive committee comprised-
1. Swami Purna Nand -President.
2. Shyam Chand Negi -Vice President
3. Pt Padam Dev - General-Secretary
4. Pt. Shiva Nand Ramaul -Joint Secretary
✓First session of the council was held at Mandi from March 8 to March 10, 1946 (popularly Known as Mandi Conference).
✓There a number of resolutions were passed for achieving a responsible government in the Himalayan State.
✓This conference proved a milestone in the growth of political awakening among masses and self realisation and introspection among princely rulers too.
✓The Praja Mandals in the Hill States munted great pressure on the princes for setting up of a responsible government.
✓Deprived of the support of the British Government and on account of a sympathetic attitude of the state ministry towards the people's movements, the princes willingly or unwillingly moved in the direction of setting up of responsible government in their respective states.

1.Rana of Kunihar, Rao Hardeo Singh, became the first hill chief to associate the people with his administration.
2. JUBBAL State setup and Enquiry Committee of eight members to investigate into and suggest means and ways for redressing genuine grievances of the people. Later on a responsible government was also setup with Bhagmal Sautha as the Chief Minister along with three ministers viz.

B. K Raghubir Singh
C. B. Dula Ram
3. On November 25, 1947 the Rana of Koti, announced the setting up of Vidhan Parishad.
4. On August 15, 1947, THEOG was the FIRST HILL STATE to formally merge with the Union of India, even before the formation of Himachal Pradesh. The Rana of Theog handed over the government of the state to the people and constituted the Mantri Parishad headed by Vaid Surat Ram Parkash as the Chief Minister.
